Cold War Folk Art

I don't get it.
When I got this at the Salvation Army, I told the clerk, "Man, I've found some weird things in this store, but this is the weirdest!"
She replied: "What's weird is that we sold both of them today!"
There was more than one?! Closer examination leads me to believe that this was made from a plaster casting kit.
Even if you got the joke, it probably wouldn't brighten up the fallout shelter much past the first few months after Armageddon.
